Bert Rosecan is Founder, Chairman, and CEO of SMS. After his honorable discharge from the Army, Mr. Rosecan held progressive management positions with Xerox, Memorex, Sanders Associates, and Itel Corporation.
In the 1970s, Mr. Rosecan leased IBM compatible peripherals for 36 months and assumed the liability associated with the government’s mandatory 30-day termination on a non-recourse basis. In 1976, the year SMS was incorporated, IBM dominated the federal mainframe market with an 80% share. Replacing expensive, slower IBM peripherals was becoming a lucrative business, and Mr. Rosecan recognized a need to represent smaller peripheral manufacturers who didn’t have the means to compete with IBM in the complex federal market. Documation, Inc., a manufacturer of 2250 line per minute mainframe printers priced 50% below IBM’s 1100 line per minute printer, didn’t have the financial resources required to guarantee a 36-month lease containing a 30-day termination contingency, so Mr. Rosecan seized the opportunity to negotiate Documation’s first, exclusive federal distributor agreement. His ability to finance federal 30-day contracts enabled Documation to receive “full payment upon installation.” As a result, SMS was founded.
Matthew Rosecan serves as President of SMS. He has nearly two decades of work with the company spanning positions in human resources, quality assurance, and business development, where he led efforts to acquire several new federal civilian customers by targeting agency needs for technology modernization and migration. As President, Mr. Rosecan is responsible for the company’s strategic direction and is focused on continuing SMS’s history of optimizing, innovating, and securing its customers’ critical environments. He has a Master of Business Administration degree from George Washington University and has degrees in Psychology and Anthropology from New York University.
John Ladd is the Chief Operating Officer of SMS. Mr. Ladd has over 25 years of experience in the IT industry with prior government tenure at large federal agencies leading complex IT programs. His past experience includes lead network architect for the Pentagon Renovation Program, and the author for the Pentagon’s IT Master Plan guiding both technical design and policy that are still in existence today. Mr. Ladd provides leadership of SMS technical staff for service delivery operations, including supervision of resources, management of operating expenses, solution design, and quality management.
Luis Laranjeira is the Executive Vice President for SMS. With three decades of experience in the IT industry, Mr. Laranjeira’s career includes executive leadership positions at Xylan Corporation, Alcatel Corporation, and SMS. Mr. Laranjeira’s IT background includes over 20 years in direct federal experience supporting mission critical DoD, intelligence, and federal clients in various capacities. He provides overall business development leadership and strategic partner alliances for SMS and directly manages major and critical client accounts, as well as internal proposals and capture.
Juan Morales is the Chief Financial Officer of SMS, working on the finance and operations side of the business to ensure an efficient customer, partner, and employee experience. Mr. Morales has worked for SMS for over 30 years and is responsible for directing the financial functions of the company and aligning them with the company’s strategic objectives. He holds his CPA and a Bachelor’s degree in Accounting from George Washington University.
Neil Belden has been with SMS for nearly two decades, and serves as General Counsel and Secretary of the company. A former litigator in Washington, DC, Mr. Belden brings a wealth of knowledge in the areas of public contracts, employment law, and intellectual property. Having served as the Information Assurance Manager and Deputy Security Manager at USAITA NISO, Mr. Belden also provides information security expertise. He is a graduate of Hamilton College and received his J.D. from Vermont Law School.
Melanie Shipley is Vice President of Human Resources and SMS’s Facility Security Officer. As Vice President of HR and FSO she is responsible for supporting a full range of corporate activities such as training initiatives and career development. Prior to joining SMS, Ms. Shipley was the manager of human resources and payroll for a large software provider where she established a broad range of human resource and payroll initiatives. Ms. Shipley has completed over 13 years of continuous security training, education, and certification for the Department of Defense and Industry from the Center of Development of Security Excellence (CDSE). She is a long-standing member of the Society for Human Resource Management (SHRM), American Payroll Association (APA), and The Security of Industrial Security Professionals (NCMS).
Rakesh Patel is the SMS Vice President of Service Delivery, where he is responsible for oversight and governance for SMS’s professional services, as well as business development activities. He has more than 20 years of IT experience delivering complex IT solutions to federal government customers, including service as a Platoon Leader/XO with 1st Armored Division. Mr. Patel developed SMS’s regional management organizational structure to support customer-facing activities in multiple locations both in the U.S. and worldwide. He holds a Master’s degree in Computer Engineering from Clemson University.
Ben Friedman has worked with SMS for nearly 25 years and is the Vice President of Strategic Sourcing. With expertise in managing complex purchasing and process management solutions for the company’s contracts with both federal and vendor partners, Mr. Friedman oversees the company’s procurement programs, supply chain asset management, process management, order management, and overall customer satisfaction. Mr. Friedman holds a number of industry certifications including ITIL, PMP, C.P.M, and CPSM.
